Warm Front: Delivering warmth to tackle fuel poverty in England

The Warm Front Grant was originally introduced in 2000 and the latest scheme began on 1st June 2005. Now adults of all ages are able to apply for assistance that could include central heating.

The aim of the scheme is to tackle fuel poverty. Fuel poverty is where a household cannot afford to keep warm. It is a combination of poor housing conditions and low-income, which means that the household cannot afford sufficient warmth for health and comfort. The widely accepted definition of fuel poverty is where a household needs to spend 10% or more of income to meet fuel costs.

The Government's Fuel Poverty Strategy sets out the framework for delivery of the overall goal of seeking an end to the problem of fuel poverty, with the first target being to reach those most vulnerable to cold-related ill health by 2010.

Those who are most vulnerable

Those who are most vulnerable are older people, those who are disabled or have a long-term illness and children. The main cause of fuel poverty in the UK is a combination of poor energy efficiency in homes and low incomes.

The Warm Front Grant provides

The grant provides energy-efficiency advice, two energy efficient light bulbs and a package of insulation and heating improvements, which are tailored to each property up to the value of £2700.

If your home needs oil central heating, you may receive a grant of up to £4000.

The Warm Front qualifying criteria

Warm Front Grants of up to £2700 are available to house holds in England for insulation and heating improvements, including installing central heating.

Separate schemes are available in Scotland, Northern Ireland and Wales.

To qualify for a Warm Front Grant, the householder must own their home or rent it from a private landlord and must receive certain benefits.

You have a child under 16 or are pregnant with a maternity certificate MAT B1 and receive one or more of the following benefits:
